The US government lifted the ban on NVIDIA (NVIDIA) selling reduced-regulated artificial intelligence (AI) chip H20 to China. Peng Chaosi, a former British diplomat with more than 20 years of experience in China and Taiwan, was worried. Related semiconductor products will "inevitably" be used for military affairs.

Charles Parton is also a senior associate researcher at the Royal United Military Institute (RUSI) of the British Smart Bank. He told the British Daily Telegraph that once exports arrive in China, the Chinese Communist Party can control how the goods will be used.

Luke de Pulford, executive director of the "International Policies Association" (IPAC), which has strongly stated on the Beijing position and has connected with more than 40 national associations and multilateral congresses around the world, said that considering that Beijing has stated that the implementation of the "military-civilian integration" policy is necessary for all walks of life to set up these chips for military purposes, which may accelerate the expansion and modernization of the Communist Army.

H20 is a reduced-regulated AI chip designed for the Chinese market based on NVIDIA Hopper drawing processor (GPU). The US government included this chip in April this year in export control, but recently lifted the ban. NVIDIA announced on the 14th that the US government has confirmed to the company and will grant export permissions; the company is looking forward to starting delivery soon.

Peernde said that this decision is regrettable and revealed that the current attitude of the US official is that he believes that he can no longer prevent China from obtaining relevant technology.

Theo Zenou, a researcher at the Henry Jackson Society in the UK, said that chips from the United States eventually appeared in Chinese military technology, and this incident was "definitely possible"; "We have expected China to test these chips for military purposes."
