The so-called "no delivery of the group" refers to an autonomous body that has sufficient tax collection and can operate independently without the state paying local taxes. This reflects the increase in tax revenues of Japanese companies and the increase in residents' salary income.
Latest data from the Ministry of General Administration of Japan on July 29, 85 non-delivery groups in 2025, including Tokyo and 84 other cities and towns. Ten cities and villages are among the first group that do not deliver their bodies, such as Miyagi Prefecture Ogawa Town, Qunma Prefecture Ota City, Shizuoka Prefecture Suno City, and Kumamoto Prefecture Kikuma Town, etc. The newly joined group, Kumamoto Prefecture Kikumachi, has attracted particular attention. This is not only the first time it has become a non-delivery group, but also because of the operation of Taiwan Electric Power Equipment, the world's largest semiconductor OEM manufacturer, has promoted the growth of local tax revenue.

The change of "no delivery group" is closely related to Japan's overall economic climate. Referring to post-2000 historical data, the number of undelivered groups is volatile. The peak reached in 2007, 142 autonomous bodies do not require national grants. It fell to its lowest point in 2010, only 42. It rebounded to 86 in 2019, but was hit by the COVID-19 pandemic and dropped to 54 in 2021.
